Text format isn't preselected for some text areas

Problem/Motivation

When creating a consultation node, two text areas don't have their text formats selected so you have to selected them yourself:

  • Formal submission introduction
  • Have Your Say outro

Steps to reproduce

Note this was tested Drupal 10 but this isn't likely a Drupal 10 only issue.

  1. Install module and dependencies as usual
  2. Create a consultation node
  3. Note the text formats

Proposed resolution

Default the text formats to Basic HTML like the others in the configuration.

Remaining tasks

  1. Update config
  2. Review and test
  3. Commit

User interface changes

The text formats will show up as Basic HTML.
