Update project page for 4.0

Problem/Motivation

The project page has no mention of 4.0 and still mentions 3.x having been released "for feedback". Please update. It is already a bit unclear why 4.0 was released (see https://www.drupal.org/project/password_policy/issues/3321294 💬 3.x to 4.x migration? Fixed ) and the project page being out of date does not help. Thank you for maintaining this module!
