Entity Share Lock does not cover layout builder and other forms

Problem/Motivation

Stop downloaded/subscribed content from being edited in layout builder.

Steps to reproduce

If the child site downloads some content and layout builder is enabled. The user can enter the layout builder and add or remove content. When the layout is saved they are asked if they want to unsubscribe and warned that the content will be overwritten. The user should not be able to edit or change anything in layout builder on a piece of content not owned by that site.

Proposed resolution

Stop the ability to edit content not owned by the site using layout builder.
