Empty alt tags should be rendered

Problem/Motivation

Contrary to #3300159: Alt field filed even if optional → we should output empty alt tags if the attribute is enabled. The alt attribute is required on img tags and should be left blank for decorative images. This is how core's Image media is handled.

Steps to reproduce

Add SVG image field
Enable alt tag via field settings
Enable alt tag via formatter settings

Proposed resolution

Remove empty check from formatter.
