"Pay Later" not showing up

Problem/Motivation

PayPal Checkout shows several payment methods in the checkout (e.g. PayPal, Direct Debit, Sofort, ...) but "Pay Later" are not showing up. PayPal support says, the functionality is enabled for our business account and it should work, but it doesn't.
