Restructure SCSS files and compile them using Webpack

Problem/Motivation

Vartheme BS5 has SCSS files cames from Radix theme.
As Vartheme BS5 will be a base theme and is not using Radix anymore, it's better to restructure SCSS files.

Proposed resolution

Add the following directories and files:

• _bootstrap.scss
• _variables.scss
• _mixins.scss
• _elements.scss
• _general.scss
• style.scss
• layout
• theme
