Accordion bordered default - configurable?

Problem/Motivation

Right now any new accordions start with the "Make content region bordered" unchecked. Some site designs may want the accordions to always be bordered.

Steps to reproduce

Create an accordion and right-click to see "Accordion properties".

Proposed resolution

Could the default value of the "Make content region bordered" be configurable at the site config level?

So the setting is in the text format now. Not sure how to get it as a setting within each accordion for ckeditor5 but this least is a step forward. If it's needed per accordion lets open a follow up.
