Tried to reproduce the issue on local with 8.x-5.1 and 8.x-3.1, but not able to reproduce to it on local. can you described more about this.
But on my local it's working with both version. attached screenshots.
This is strange enough that canonly be explained in the two pics attached
In AT theme the Commerce Add Product type button does not show
In Barrio it does
I found it trying to follow Commerce docs and the ADD button was not there, it also fails to show in a few other windows also
