Place block + throwing ajax error

Problem/Motivation

There seems to be an issue with the "Place Block" functionality as the "Place Block" button is not adding any blocks when attempting to use it. This issue needs to be addressed and fixed.

Steps to reproduce

for admin panel
1. go to structure -> block layout -> click on place block ->see the issue

There is issue at preprocess.inc at material_admin_preprocess_menu_local_task function. I have created a patch to fix the reported issue.
