Fix not working change of blocks ordering when the section has a heading block

Problem/Motivation

Change blocks ordering is not working when the section has a heading block

Steps to reproduce

- Install varbase.
- Create a new landing page node.
- Go to layout builder and add a new section and add a heading block with other blocks like(basic block, or HTML block).
- Save the page.
- Edit the layout builder for the same page trying to change the ordering of blocks, for example, make the heading block under the basic block by drag and drop will find an ajax error (No route found for \u0022POST \/node\/3\/1\/section_header).
- Save the page the new order is not applied.
