Reduce the number of attempts to requeue a test on CI Error (retry tests)

Problem/Motivation

Pift currently retries a test up to three times if there is no failure reason in build_data or if the last failure reason was: "Requeued after CI error."

We may want to tune this down, since it's very unlikely that after a single retry the subsequent retries will actually fix anything.

Decide if it's worth merging this change. It's only very recently come up as an issue from core contributors.
