Deprecated l() and theme() functions in CronPluginMultiple

Problem/Motivation

It seems that there are references to l() and theme() functions(), both of which were deprecated long ago as per my understanding.

Steps to reproduce

Examine CronPluginMultiple;:defaultSettingsForm()

Proposed resolution

These functions need to be replaced with code that works for Drupal 10.

I'm unclear, however, whether this class is even being used.
CronPluginMultiple is extended by Settings which is extended by Tagged Settings which is extended by QueueSettings, but I can't fund any meaningful use of these classes.

In which case I'd recommend removing these obsolete classes.
