Ability to alter the rerouting addresses used

Problem/Motivation

We have a need to reroute specific user's emails to other individual addresses.

Rerouting addresses are currently read directly from redirect_email's config.
By providing an alter hook for rerouting addresses, third party modules can
manipulate the rerouting rules.

Proposed resolution

In lew of generating a full blown rerouting_addresses service, provide an hook_reroute_email_rerouting_addresses_alter
hook for third party integration.

    Due to the lack of information and responses on the topic, I'm going to mark this one as Fixed (Worked as designed).

    It looks like there is not much sense for such functionality (adding one more alter hook) for things that can be altered in other ways.
    I guess we do not want to have millions of such alter hooks in thousands of modules across the drupal-org.

    Anyone is welcome to re-open the issue if something else should be taken into consideration.
