All menus are always filtered by language

Problem/Motivation

The checkboxes to Select menus to be filtered by language don't work. All menus are filtered regardless of the settings.

Steps to reproduce

  1. Create a multi-lingual menu.
  2. Add links for more than one language.
  3. Select at least one menu to be filtered but not this menu.
  4. Display menu on page.
  5. Observe that all links are displayed.

Proposed resolution

I'm doing a patch. Standby.
