a new menu item was shown on the tools menu named "Cookie settings". It's always shown, even in some cases where it does nothing or isn't appropriate:
- the withdraw_enabled setting is false
- the current user is an admin and exclude_uid_1 is set
- the current user permissions are not to show the banner
- Set withdraw_enabled setting to false
- Visit any page where the tools menu is visible
Hide the menu (#access = false) when it doesn't make sense.
