Incorporate translations support into the starter template

Problem/Motivation

In 📌 Drupal 10 & CKEditor 5 readiness Fixed , @smustgrave is asking how to deal with translations. For Drupal-specific plugins, the answer is simple: use Drupal.t(). This is what core/modules/ckeditor5/js/ckeditor5_plugins/* do.

But what about upstream plugins or plugins that do not want to use Drupal.t()?

https://git.drupalcode.org/project/ckeditor5_dev/-/tree/1.0.x/ckeditor5_... does not offer an answer for this.

In fact, there are zero matches when searching for : https://git.drupalcode.org/search?search=translation&nav_source=navbar&p...

Unfortunately, none of these upstream guides mention translations either:
