Restrict list switch links for all language types

Problem/Motivation

The module filters language switch links only for interface language. They should be filtered irrespective of language type (e.g. for content language as well) as otherwise not allowed language will be displayed for a domain.

Steps to reproduce

On a multilingual multi-domain site restrict languages for a domain.
Display language switcher block for content language.
Visit a page in the domain with restricted languages.
See all (even not allowed) languages are displayed in the language switcher block.

Proposed resolution

Filter languages for all language types.
