Filters: thinking about the location/layout of items in the filter zone

I've worked on the Figma space for Localize, to move elements around and here is what I did.
The Localize members gave a good review of it on the weekly localize meeting.
Don't hesitate to comment or suggest improvments !

Based on gwenweb proposal, I made a few adjustments:
- add more context to the 'Status' filters
- invert the place of the submit button and the option to reset filters
- adjusted the order of the filters for greater consistency between the closed and open filter versions
