Add "disable" option for debugging, to easier detect broken links

Problem/Motivation

Broken link detection is different from broken URL detection, as especially on very large projects it's hard to find the link with a wrong URL. But with Search 404 enabled, it's currently not possible to detect such broken links, as they don't return a 404 anymore.

That makes such helpful tools totally unusable with Search 404 sadly. :(

Steps to reproduce

Run a broken link checker with Search 404 enabled, it will always tell you, there are no broken links.

Proposed resolution

So it would help a lot, if you could
a) disable the module with a setting for a short period of time without needing to uninstall it
b) Bonus (follow-up?) set a URL parameter or something like that to disable the functionality, if present, to allow such tools to work as expected with real 404's and without search
