Add dotenv:init command

Problem/Motivation

Drupal Console has a dotenv:init command (docs/code) that can be used to create an initial .env file based on settings.php values. Since Drupal Console is practically unsupported, we could take the code from that command and add it to this module.

Remaining tasks

Copy and adapt the Drupal Console command to this module.
