this is similar to 'all day'/'day of'
also, as a time may not be required in some use cases.
We have events that happen across multiple timezones.
Some events don't necessarily define and end date / time, but both are required.
Even if the field is not required, if the user adds a start date it marks both as required.
Ideally we have something that works like this https://www.drupal.org/project/optional_end_date → that allows to mark the end date as optional so that it is not required.
