'Enable uploaded images that were dropped...' setting not 'read' on form opening

Problem/Motivation

I have noticed that when the CKEditor text formats settings form is loaded, the state of the 'Enable uploaded images that were dropped or pasted from clipboard into the editor save as media entity image' is ALWAYS set to True irrespective of the configuration value in the database...

This is causing significant trouble because if you don't notice and forget to Uncheck it, the net result is that when the form is submitted all subsequently 'pasted' images get created as Media items. Uh oh!

Not a duplicate

Please note that I have read up on a previously posted issue → related issue but mine is not the same thing - I think the setting being saved correctly but its state is not being reflected correctly when the configuration re-renders which reinstates the checking of the checkbox and so leads to incorrect saving of a True value.

The ability to 'paste' images from the clipboard made possible by this module is a real game-changer for us in terms of rapid content management but this little quirk of behaviour rather lets it down!
