Allow confidential submissions for logged in users (Drupal 9+)

Problem/Motivation

When working on our Drupal 7-based Intranet, a co-worker asked if I could create a confidential webform for suggestions on their section of the Intranet. I told them that I could create a suggestion box feature using Webform, but that it wouldn't truly be anonymous since you have to be signed in to the Intranet to use it, and the "confidential submissions" feature only works logged out. All it does is not track IP when turned on. The same issue, as far as I can tell, also exists in the Drupal 8+ version of Webform which we are hoping to re-build the Intranet in hopefully soon.

Proposed resolution

Include a confidential submission feature that also works for users who are logged in. It would not track IP address, but also assign all submissions to the Anonymous user.
