Fivestar option results display broken while rating comments?

My widget shows one star, if no vote is submitted.

Template: Fivestar
Type: Percent
Options result display: "options result" only
Most votes are from the admin user.

Edit 2:
It seems like my widget is not counting any vote on comments while not logged in.
It seems like my widget misbehaves on no vote, showing always one star while not voted.

I came from Votingapi Reaction. Is this configuration working somewhere else? Do I need to reinstall? Additionaly I need to tell: I flushed all votes with drush, without any deleted vote.
