Turning off index in local environment will remove all indexed data that already exists

Problem/Motivation

When working locally, disabling an index will remove data that has already been indexed in the prod environment. Need a way to address pulling down a new database from prod and being able to disable an index without compromising data.

Steps to reproduce

Have records indexed in a production environment and then pull the database down locally and turn off an index, all data will be removed.

Proposed resolution

Allow index to be turned off in a local environment without affecting production
