Starting folder setting save index on config form submit

Steps to reproduce

  1. Navigate to /admin/config/media/cloudinary
  2. Under 'Media library widget settings > Starting folder', select a different folder than root
  3. Submit the form
  4. Edit a piece of content, add/update an image using the cloudinary widget, you should see "Folder not found"

Expected result: Widget should open on the starting folder
