This issue is no longer relevant, so I'm closing it. The latest 2.x release of Sodium supports Drupal 10 and Halite 5, so the 3.0.x branch of Sodium is not yet necessary.
Drupal 10 requires PHP 8.1+. Halite supports PHP 8.1+ with version 5.1+. Websites running on Drupal 10 will not be able to use any version of Halite prior to 5.1.
Update the Sodium module to require Halite 5.1 or higher.
