Use package manager Composer Utility to convert package names to project names

Problem/Motivation

Package Manager now has methods to convert composer package names to drupal project names see #3296261: Add the ability to map package names to project names and vice-versa →
It is not in a release yet so we can't use it but it should be soon.

Proposed resolution

Use it every we can. It only works if the package is currently installed so we can only use for that case but also it can work when the package is installed in the stage directory of package_manager so we can use it for validation.

There hopefully will be a source for this from drupal.org at some point.
