Remove VERSION from libraries.yml

Problem/Motivation

version: VERSION in pagedesigner.routing.yml defines versions of the libraries as the current version of Drupal core. Explicitly defining the version has no clear benefit, and may cause problems by preventing invalidation of browser and external caches.

Proposed resolution

Remove both occurrences of version: VERSION from pagedesigner.routing.yml.

Check other modules in the Pagedesigner ecosystem, and remove version: VERSION from routing.yml if found.
