Use batch process to rebuild the suggestion index to avoid timeouts

Problem/Motivation

On sites with sufficiently large data sets, the current index rebuild process which is attempted in a single ajax request will time out, resulting in only partial suggestion data.

Steps to reproduce

Attempt to generate the index through the UI on a site with a lot of content.

Proposed resolution

Use a batch process instead of an ajax request to rebuild the index.
