Add HTML block component and story

Problem/Motivation

Varbase has HTML code block rendered from varbase_html_code_block sub module in varbase_layout_builder module.
It's good to add a separate component for HTML code block.

Proposed resolution

• Add block template in theme templates and make it read from htmlBlock.twig component.
• Add htmlBlock.twig component.
• Add htmlBlock.story.js file for storybook.
• Add htmlBlock.config.yml file story config.
