That sounds like not all of the files were present on the site.
Can you try replicating this issue on a brand new "test" site and see if the issue is present there?
I installed the module on my Drupal 9.4.5 instance running on PHP 8.1.8 and received the following when I try to edit or add a binary
Error: Call to undefined function Drupal\imageapi_optimize_binaries\exec() in Drupal\imageapi_optimize_binaries\ShellOperations->findExecutablePath() (line 27 of modules/contrib/imageapi_optimize_binaries/src/ShellOperations.php).
