Problem/Motivation

Steps to reproduce

Given that Varbase 10.0.x-dev was installed
When finishing the installation
And the Drupal installer direct to "/?welcome"
And clicked on "Get Started" to start the welcome tour
Then the tips showed under the Nab Bar
