SSO deployment changes

Looking at this patch, the remaining changes are on user edit:

• Changing first/last name fields to read-only
• Move first/last name field group from personal information vertical tab

People should be able to change their names until we start the final catch-up migration outage, so this would be getting deployed at that time.

Needs to be updated to an MR, but otherwise, looks okay.

This is planned to be deployed later today.
