5.4.0 is recommended when 5.3.0 is installed

When the latest version for Bootstrap 3 support is installed, the version for Bootstrap 4 (5.4.0) is recommended.

Install Views Bootstrap 5.3.0 and check ../admin/reports/updates. Version 5.4.0 is recommended.

Do not recommend an other version for other Bootstrap version
