Update module for D10 readiness

Can you provide a 2.x-dev release please? Right now only 1.x is visible on the project page.

I just had another look at the current state - looks fine so far.
Tests are "green" and the MR is ready to be merged: https://git.drupalcode.org/project/purge_control/-/merge_requests/3#note...

Would be great to get it merged and a release of 2.x-dev.
