Restructure Alert component settings and story

Problem/Motivation

• Alert component story has a lot of hard coded settings, and there is a separate file calledalert.config.yml to have a settings.
• All controllers are put together without categorize.
• Component controls don't have description and default value.
• Component docs doesn't has no description.

Proposed resolution

• Move all settings to alert.config.yml file.
• Add component description.
• Add controls description and default value.
• Categorize all controls under Settings and Fields.
