Rejecting cookies still shows the choices on every page load

Problem/Motivation

It would be nice to hide the EU Cookie Compliance element if the user has clicked to reject cookies.

Steps to reproduce

  1. As admin, go to /admin/config/system/eu-cookie-compliance/settings under the "Consent for processing of personal information
    " section, click the "Opt-in. Don't track visitors unless they specifically give consent. (GDPR compliant)" option and save.
  2. As anonymous, visit a front-facing page, and in the EU Cookie Compliance message, click to reject cookies
  3. Reload the page

Actual behavior

The EU Cookie Compliance message remains visible.

Desired behavior

The EU Cookie Compliance message is no longer visible, as we have already made a selection.

Proposed resolution

Either change the default behavior, or add a settings option if the current behavior is also desired.

    This issue occurs again in my website, but it seems to be working on the server, but when I navigate to the website using the domain name, it occurs again after accepting cookies. Popup appears after reload and page change. do let me know the solution its urgent.
