Add system action for workflow transition

Problem/Motivation

Adding an action plugin for performing a webform workflow transition means that it could be added to e.g. Views bulk operations.

Proposed resolution

Attached patch adds an action plugin "Perform transition in webform workflow", so that users can create an action at /admin/config/system/actions. The user can select the workflow and transition to perform.

NB this was based off the patch at https://www.drupal.org/project/drupal/issues/2797583 📌 Dynamically provide action plugins for every moderation state change Needs work for core's content_moderation module.

Great idea, thanks and sorry for the delay incorporating it. I've added an optional element ID field and a log option.

In future I think we can have it play nicer with VBO by loading available workflows and transitions based on the webform(s) of the submissions, but I'm not sure how to do that in a performant way right now.
