Administrator role is not required to accept the legal document

Problem/Motivation

Administrator role is not required to accept the legal document even when set in permission for that role to Re-accept the legal document.

Steps to reproduce

  • Go to admin/people/permissions
  • Select Authenticated user for Re-accept under Entity Legal
  • Log out and log with a user that has an admin role
  • User is not required to accept the legal document

    Please be aware that the Drupal permission has a special treatment for user 1. It more or less bypasses all access checks. This affects all modules, not just this one. Please check if the same issue also occurs if you create a new user with the admin role.
