Control provisioning of users based on attributes

Problem/Motivation

I have an SP that provisions users via the samlauth module from an IDP. Both sites are Drupal 9 sites. We don't want to provision just ANY user from the IDP site, but rather we want to provision and log in a user based on their 'role' on the IDP Drupal 9 site. I am able to pass along a comma-separated list of roles to the SP as an attribute, but I'm unclear on how samlauth would be able to make a decision about provisioning the users. Is there an alter hook or an Event Listener for this?
