Previously, titles and plain text fields only had the hard limit method. Now the default limit method is "soft." It might be a better user experience if the default method was "hard" to keep that consistency for legacy Maxlength users.
Set the default limit method to hard limit.
Get input from Maxlength users as to the best default behavior.
Change the limit method label to "Soft limit" and the help text to,
"If checked, a user sees a negative character count when typing past the limit.
If unchecked, a user is prevented from typing past the character limit."

Given our collective experience as maintainers that soft limits are more common and senzaesclusiva's additional points in favor of the soft limit we're going to close this feature request and stick with soft limit as the default.
