We need to be able to log refunds in AvaTax so merchants are not paying taxes on refunded purchases. This involves a combination of the RefundTransaction API and manual invoice creation through the CreateTransaction API. The refund form should be enhanced for order items to be selected and refund amounts to be adjusted as needed.
