Update body policy to add text format update 10003 breaks policy translations.

Problem/Motivation

symfony_mailer_update_10003() breaks all policy translations so we lose all of ours translated mails.
The reason: this hook update only policy config, config translations are not updated.

Update 10003 is very old now, so not much point in fixing any more
