Allow empty JSON data

Problem/Motivation

Right now, this module is requiring the user to input JSON GTM Data for all categories. You can't save the form otherwise.

This could be unnecessary in some cases.

For example, EU Cookie compliance allows a category to be "Checked and disabled (user cannot clear the checkbox)".

This is usually used for "Mandatory" or "Essential" cookies, i.e informing the user about the existence of a set of cookies that comply with the GDPR and are absolutely necessary for the web to function properly.

This is a common pattern, but this module won't allow an empty GTM Data on this case even if you don't want and don't need to trigger anything on GTM using datalayer.push.

Proposed resolution

Allow the user to leave the GTM data empty.
