Update to current designs + simplify/improve markup CSS where possible

Problem/Motivation

Updating to the designs at https://www.figma.com/file/1Z8xrcP2zgnO6BXlu9ZeQ5/Project-browser?node-i... in one central issue is an opportunity to optimize the overall CSS/Markup approach and hopefully fix some things like missing focus outlines

There are some things not in the design (hide/show filters, mobile) that I'm going to provide solutions for as well. There won't be any assumptions this is how they should ultimately be implemented, but ideally will help future design iterations.
