Our tests use the TestSuite class to define the different test suites for kernel/unit/functional/etc.
However, the maintainer of PHPUnit says that the TestSuite class is not part of the public API and will be removed: https://github.com/sebastianbergmann/phpunit-documentation-english/issue...
We need to remove our use of TestSuite.

This was a bugsmash triage target today.
mstrelan found that this was fixed in 📌 Deprecate Test Suites, no longer available in PHPUnit 10 Needs review and questioned if this was a bug. I agree that this is a task and I am updating the issue accordingly.
