AltaGrade has been maintaining the same module for Backdrop with different name - Protected Forms - since January, 2020 as https://github.com/backdrop-contrib/protected_forms/commit/d5ed6388ad893... shows.
Though the modules are slightly different, we try to keep most of the features in sync between Drupal and Backdrop, and every time we want to port some feature we have to deal with different names for the functions, strings, variables, fields, etc. So in order to keep the names consistent between different versions and to maintain streamlined development of the module in the future, it has been decided to rename it to Protected Forms.
The new address for the module is https://www.drupal.org/project/protected_forms → . Please make sure to switch to Protected Forms, because after version 8.x-2.0 this project - Protected Submissions - will not see any further development.
There is no upgrade path, so the easiest way is to enable both modules, copy the Reject patterns and other settings from /admin/config/content/protected_submissions to /admin/config/content/protected_forms and then disable and remove the Protected Submissions module.
