Config translation translate local tasks are missing a title value in admin toolbar for webform (only)

Problem/Motivation

Hi!
I have a problem on a drupal 9.3.12 multilingual site, with webform 6.1.3 and admin_toolbar 3.1.0 (and lots of other modules):
An item in the admin menu toolbar has no title/label : Local task "Translate" under structure / Webforms / Configuration / Translate, with path /admin/structure/webform/config/translate

on that form, the tab "Translate" is visible, with french translation (cfr printscreen with the two informations)
When i switch interface language, this label never appear in admin menu, but is always viewable as tab, right to "advanced" one.

So, i think the problem is somehow linked to admin_toolbar module, rather than webform, config_translation or core (as the tab correctly show correct label)

I tried to find the origin of this problem, with no success.
There is no log/error message.
But i found an old similar problem, in this module issues : https://www.drupal.org/project/admin_toolbar/issues/2938890 β†’
and this mention in webform.routing.yml:

# Must have webform.settings route for config translation which is why there
# is no 'webform.settings.forms' route.

which is the parent path of this anonymous link.

Does someone have an idea of how to solve this mysterius behavior on this specific link ?
Any help would be greatly appreciated.

Steps to reproduce

install drupal 9.3.12 in french, standard installation
install webform 6.1.3 + admin_toolbar 3.1.0

add english as language
activate :
- webform
- webform bootstrap
- admin toolbar
- admin toolbar extra tools
- Configuration Translation
empty caches

access via admin menu : structure / Webforms / Configuration / Translate [BUG repeated]

    If you feel this is still an issue with the module feel free to re-open it (move the status back to Active) and perhaps change the version to match with your most recent tests.
    Otherwise you could always create a new ticket β†’ to sum up the problem and reference this issue.

    Any chance you could provide screenshots showing the issue with the most recent versions of the affected modules?

    This may actually be an issue with gin_toolbar

    Could you perhaps try testing on a fresh Drupal 10 stable standard install, with the modules to be tested?
    We would greatly appreciate if you would have any tangible elements to report back.
