Remove cloudflare.composer_dependency_check service

Problem/Motivation

Managing dependencies with Composer is the recommended way these days. Having to deal with additional service all over the place that checks for module dependencies doesn't help in a long run and doesn't bring any value to the project.

Proposed resolution

Remove the service and all associate code.
